In a recent IR35 forum tax officers have confirmed that to publish best-practice guidelines for umbrella companies would be ineffective.

Whilst the forum agree that it would be beneficial to have clear standards, HMRC say that if people are unwittingly using non-compliant intermediaries then they are just as likely to be unaware of published standards.
